Proposed GA Amendments

This document contains the Proposed Amendments to the Constitution of the PC(USA). The complete information booklet produced by the PC(USA) can be found here. It contains the rationale and advice from the Advisory Committee on the Constitution and other advisory and advocacy entities. The information contained in the attached document is an abridged version for use as a voting guide for the presbytery meeting.

These amendments will be presented to the body as an omnibus (consent) motion with the opportunity for Commissioners to extract individual amendments at the time the motion is made. The Moderator of the Presbytery will be managing debate on any amendments pulled from the consent motion. Debate on each amendment will be limited to 3 persons speaking ‘for’ the amendment and 3 speaking ‘against’ the amendment, alternating as necessary. Each speaker will be given up to 2 minutes to speak. It is appropriate that remarks be directed to the Moderator, not the assembly.

There are 3 amendments that have received more than 10% disapproval from the presbyteries that have already voted:

  • 24-A  Adds gender identity and sexual orientation to protected classes
  • 24-C  Candidates affirming principles of participation and representation
  • 24-I  Eliminate the need for concurrence of an overture to GA

Commissioners are encouraged to read and research all of the amendments prior to the Presbytery meeting.
